Vistry, the UK’s leading provider of mixed-tenure homes, and Enfield Council have completed a series of agreements for the delivery of 127 new social rent homes at the Alma Estate regeneration in Ponders End, marking a significant milestone for one of the borough’s most important estate renewal programmes.
Enfield Council will now acquire a total of 127 affordable homes across Phase 2B, which is the penultimate phase of the Alma Estate regeneration. Under the existing Development Agreement the Council would acquire 34 homes, which has now been expanded by a further 93 homes within Phase 2B, comprising 46 homes in Block A and 47 homes in Block B.
The acquisitions demonstrate the strength of the partnership between Vistry and Enfield Council and provide greater certainty over the delivery of much-needed social rent homes for local residents. The announcement also marks the commencement of Phase 2B, which will deliver 421 homes in total, comprising 294 open market homes and 127 social rent homes, representing 30% of all homes delivered.
The wider Alma Estate regeneration is one of Enfield’s largest and most transformative regeneration programmes. Once complete, the scheme will deliver 1,402 new homes alongside improved public spaces, community facilities and supporting infrastructure, creating a vibrant and sustainable neighbourhood adjacent to Ponders End Station. The final phases of the regeneration secured planning approval from Enfield Council in 2025 and will deliver 723 mixed-tenure homes in total across Phases 2B and 3.
To date, Vistry has delivered 679 homes as part of the regeneration, together with new public realm at Station Square, retail space, a café and gym, as well as a new medical centre, replacement youth centre and enhanced community facilities.

The latest agreements build on a broader programme of collaboration between Vistry and Enfield Council across several significant housing and regeneration projects within the borough. Alongside the ongoing transformation of Alma Estate, the partners are delivering homes at Meridian Water, where Meridian One and Meridian Two are providing substantial numbers of affordable and mixed-tenure homes as part of the area’s wider regeneration. Meridian One will deliver around 1,000 homes overall, while Meridian Two is delivering 274 affordable homes for local residents.
Vistry is also working with partners to bring forward 306 affordable homes adjacent to North Middlesex University Hospital in Edmonton, including 152 social rent homes, helping unlock a complex brownfield site.
The Enfield Council and Vistry partnership has also successfully delivered affordable housing at New Avenue, demonstrating a shared commitment to increasing housing supply and expanding access to genuinely affordable homes across Enfield.
The final phases of the Alma Estate regeneration will provide a broad mix of homes designed to meet local housing needs, including larger family homes and wheelchair-accessible properties. They will also incorporate enhanced public realm, biodiversity improvements and sustainable design features that support the long-term future of the neighbourhood.
